I went to Red Rocket and then Concord after starting a new game and capping my FPS at 59 in enblocal and the only stutter I saw was a short freeze when I was about to turn a raider into sashimi at the museum, but it didn't last long. Not sure if Diamond City or Boston will be that nice too, but it's still nice not to have those gamebreaking freezes. All because of one face texture mod.
