You might be out of luck. The skyrim folder is large enough that it would have asked you to permanently delete it rather than store it in the recycle bin.

Is your recycling bin completely empty? Skyrim should be inside the steam folders.

Steam automatically deletes files when it uninstalls games and they do not go in the bin. Your mods should be still in the folder though located in game root, Steam does not delete anything it didn't install. Just reinstall Skyrim and they should work again.

If you deleted your main Steam folder your doomed and if you have some games which use DRM which were installed at the time its worse.

i moved the skyrim folder it self to the recycling bin and its not there and i also uninstalled it because my game was broken due to some mods :o

Yea, then you are boned. Again, steam with all the games in it would have popped up a prompt to auto delete the folder as it would be too large to fit in the recycle bin. Assuming you said "yes" it is gone for good. You will need to redownload steam and install it and then download all your games again through steam. Of course any mods you had are also gone and you will have to find and install them again.

surprisingly my save files are in tact. is there a way to see what mods you have on save file? i remember oblivion had one if i recall years ago called wrye bash?

yes i was about to propose the same, use wryebash:

http://skyrim.nexusmods.com/mods/1840

you will be able to check ur save and what mods u had active (well the name they had as esps and esm), so it will be very usefull but some mods have they esps name very different,for example: (just an example, not actual mod)

name of the mod:

"Killer Dragon Bloody Chainsaw of Hell"

but once u installed it, the name of the esp its:

"kdbch.esp"

and no other info is given, so that will give some problems, but as far as you remember wich mods you have, youll be fine. :)

one question would wyre bash show like a beautiful people overhaul?

because i want the same faces as i had in my prior skyrim.

Did you use Nexus Mod Manager to install all of your mods? Or did you install them manually? If you used NMM, then look in the directory that is saves mods in. For instance, on my Windows 7 PC, the default directory where NMM saves the downloaded .zip mod file is C:/Games/Nexus Mod Manager

So once you reinstall your Skyrim, you can have NMM go back and simply reinstall all of your mods again since it has saved a copy of the downloaded .zip file from your previous mod install.

You know, even if you delete something in the recycle bin, it's still going to be there since windows doesn't literally delete it (would take a long time) but instead writes over it with new files. There are programs like Glary Utilities that can restore the data if it isn't written over.

That Depends how much you have used your drive since you lost your folder...

{Since after delete space becomes automatically available to other programs}

You need another partition/drive to recover the lost data {data recovery 101}

[donot touch the recovery partition till all data is recovered {you might overwrite blocks}]

I use ActiveFileRecovery{Licenced from my company} You may use any free Recuva from Piriform software is a very good alternative... Or you can always try googling activefilerecovery portable [You call not mine]

You have to do a Scan on drive {If HDD} might need superscan for removable drive.. first try Scan

This will list your folder bright yellow for existing Dull gray for deleted.. right click and restore to another partition/Drive {Will depend upon Health of the File meaning how many blocks are left untouched} No reason for less than 100% recovery if you are too quick to realize anyway nothing less than 50% recovery..

I advise you re install Skyrim and old use recovered folder for reference to pick files needed / refer to past snapshot of the install state..
