Can't Buy Children's Room

Whenever I try to buy a children's room it just does the ... and removes some coin from my purse, however the room doesn't actually appear. In case ya'll are interested my load order is bellow.

I used to have this problem too back when I was actively playing.  Drove me nuts and I never was able to find the cause.

 

EDIT: Guess I should add with me, it was only with the Breezehome Fully Upgraded mod.
