Console Mod Creation Procedure?

OK, simple question with apparently a not so simple answer; I want to know how to properly upload my mods to Bethesda.net as console mods.

 

Google searches have turned up basic upload instructions for PC mods, and a crapload of articles about how to DL and install console mods.  VERY little that makes any kind of sense on making sure the mod is properly packaged so that all the components are uploaded to the site.
