You mean like raindrop on the screen ? I think that can be done with enb.. not sure as i hate the effect personally, so i haven't tried it myself.

Some ENBs have it, like Rudy ENB.
It is a lens effect that activates on weather as far as I understand.

yes I heard about it with the use of the END, I remember seeing a video of graphics and had a rain with this effect together, I liked it a lot and imagined it to be a simple mod.  dude thanks, I'll take a look at this link  and again sorry English
