What to do to start this quest?

basically the shop expansion needs to be finished

you have to have a high enough rank (finish jobs on time to increase if yours is to low)

you have to have a high enough disposition (cannot be to submissive)

then when a special task is offered it can be the Falkreath one (its not guaranteed, but it should happen fairly quickly once you meet the requirements).
