Male Player Model Discoloration

I don't know what the exact issue is and its pretty weird, can't find a way to fix it.

 

But the head and neck of the male player model as well as the genitalia are discolored, I could in the past use mods to have the neck thing blend a bit, but now its all weird. Also on a new game the camera is third person for whatever reason.

 

I have no idea what the issue is exactly, but hopefully the load order will help?
