How to Have Staff in non owned shop and etc

i just put custion nightclubs and etc in my world but there no staff what do i do

Usually the position will be filled automatically by the game engine.

 

But from what I saw, it seems the game just only assigning one bartender on a lot at a time, despite if there two or more bar on one lot.
