If it helps, seems you can find other shots of the outfit here.  No back shots, but some extra detail from the right side can be gleaned, as well as the boots.

I may have exaggerated the number of vertices for the bra. :dodgy:

You can use a object space normal in skyrim, just make sure to.

1. Set the BS Num UV Sets to 1.

2. Set the model space normals flag in Shader Flags 1.

In the nif.

I don't see any problems except some clipping in certain poses, which is normal. It looks amazing but you seem very picky about your work, which doesn't have to be a bad thing, as long as it doesn't go too far. When it comes to the bra, if it has too many vertices, I think you should reduce it.

I definitely wouldn't use the auto rigger (aka skinwrap in 3ds) for skirts, since the algorithm does not do so well with shapes that do not conform to the body, such as skirts/dresses - way too aggressive with the placement of the pelvis node, which is what I'm seeing from your screenshots.

Best to hand paint the skirt imo; and for short skirts, I wouldn't even bother with the skirt bones, just use L/R thigh to control the hem, and you should be good to go.

Found something very similar to your skirt, for your consideration:

What I was wondering. How hard would it be to learn how to do this? What software would I need and are there any good tutorials out there to use? Im eager to learn :D

I use blender which is freeware. you find many online guides.

blender 2.69 for mesh + Bone Weight

blender 2.49 for export .nif

4 hours to redo all the mesh of the skirt.
now work better.
I need to improve Bone Weight

First this looks awesome, if you wouldn't mind could you explain how you made the leather, i usually use crumpled paper but yours looks alot better also with your texturing I think you should considered the age and history of the armors as this looks brand new however if its old it colour will be worn away in some areas, it may have  light mud stains in cetain areas or small sratches on the leather, looking at this i would say try getting a picture of rusted metal and use photoshops magic wand to select and delete everything but the  rust, then make a hue and saturation layer via the icon in the bottom right and connect it to the rust layer using alt + click after which pick a colour you think looks good then set the rust layer to overlayand adjust the opacity. hope that helps
