Combat Zone ideas

I'm not sure if this belongs in the non-adult mods or adult mods section, but I wanted to see if anybody was interested in making a mod that would turn the Combat Zone into a possible settlement, or something more adult-oriented like a strip club. Just some ideas to think about.
