Can't Buy Breezehome

I'm presuming this is also with other houses. Whenever I try to buy a house in Whiterun the dude says that he will give me the key but doesn't. However no money is subtracted from my character. I also have the ability to repeat that line of dialogue.

Do the Bleak Falls Burrow quest if you havnt. Try talking to Proventius at differnt times.

I did that like a million years ago. And I'm not sure if time is a variable since he always has that line of dialogue.
