radial blur and brightening when I zone into Whiterun/Riften

Ok so everytime I enter white run from the outside world, and some of the times when I enter whiterun from leaving a building, and sometimes it happens in larger towns like riften also. I get a visual change. But Always when entering WR from outside world.

 

Prior to installing Elder Blood enb the visual change was like a radial blurring, and after installing the new enb it added a brightening effect to the radial blurring.

 

It is easily fixed by using the ability Vampire Sight (which was a suggestion I found for radial bur fix when I searched for this answer on teh googles  )

 

So ya I have a fix that works everytime it happens and it isn't especially painful, but I thought maybe I'd toss this little problem out here and see what community thought might work on a more permanent level.

 

Possible Culprit alert: I really first noticed this was happening after installing Blush when aroused mod. I CAN NOT say for 100% sure that it wasn't happening before. Only that the last thing I remember doing before noticing it was I installed Blush when Aroused. (back in the radial blur days of the effect it was sometimes not as noticeable especial at night or during weather effects. So it may have just been escaping my notice)

After testing and paying more attention to the effect I can now say it happens in Whiterun, and Riften everytime I zone in from the outside.
