Looking for a powerful block mod

I was interested in finding or creating a mod which basically allows shield-blocked damage to be almost completely mitigated at the cost of stamina (almost to a 1:1 ratio of stamina loss instead of health). Is this possible or has it been implemented?

Vigor has a system like that. You still die if at low health so its not perfect. Ordinator has a top level block perk which the mod page says quote, "100 - Dragon Scales - You take no damage from attacks during a Timed Block as long as you have Stamina remaining."

 

I personally use Vigor though it also comes with a parry feature that you may or may not like. Still, check it out.
