Cannot start dialogue with creatures

For some reason i can't start any dialogue with creatures, but i remember being able to do it last time i installed this. There's no crash or noticeable error, the animals just sort of acknowledge the interaction as they would in vanilla but no dialogue menu. I have Fuz ro doh installed and it is working as intended with human NPCs both vanilla and modded, so it can't be that. Ran LOOT, didn't return any warnings on the mods.

 

Load order below, if anyone can point out a conflict that my dumb ass missed, that would be great.

You can talk to creatures by installing "this"? Beeing a bit more specific would be helpful.
