Seems like Cheyenne is blocked from Sexout functionality, because she's on the female creatures list. Is there an easy way to remove her from it? I understand she is female, but there's a couple older mods that presuppose her to be male, and interactions with her don't work because of this.

Try consoling this:

 

 

ListRemoveForm XX00D1E6, 0010588D
ListRemoveForm XX00D1E6, 0010588E

 

Where XX = the load order of Sexout.esm.

 

This will remove Cheyenne base and ref from the banned actor list.
