I have a weird fantasy don't judge of being able to have harness+corset.I mean it doesn't conflict with it so why not?

For technical reasons only. There are a limited number of "slots" that characters have for pieces of armor, and the corset and harness use the same one it seems.

 

For devious devices, it makes sense to not have multiple items wearable on the same slot, because often there would be clipping, or it simply would not make sense.

 

If you learn to use the creation kit, this is a change that you could make yourself, perhaps. a custom harness that does not use the same slot as the corset. But it's not likely to come out of the DD team.
