Sims will eventually progress to climax on their own if there are available animations for it. You just need full progression to be enabled.

how to set sex duration time less than 15 seconds. playing of animations is too long.it just keep changing after 15 seconds. and it takes like sims hour or more for cumming

You can't, it wouldn't make sense with the way animations are playing right now. In the future, I might allow setting the time shorter once the animations system will be reworked.
