Every time someone signs the petition, it gets emailed to the leaders of every single country involved in the TPP negotiations to let them know people around the world are against this Internet Trap scheme. It seems that they plan on continually bombarding us with this bullshit until we get tired of it and give up. SOPA and PIPA had a HUGE lashback, ACTA had a bit less. And now we have this (along with a different attempt) and there's less than half of the recognition as before. The sad truth is that we'll lose eventually. We can't hold back forever.
