[Idea] Sexual Fame Crime Bounty

I'm using Prison Overhaul with POP and I like the bounty system they have but I'd like one that is more immersive.  The idea I've had is when you have fame with the mod Sexual Fame there is a chance you can gain a small bounty in the region you are in.  I don't do any modding but I don't think it should be too script heavy.
