It's not. https://www.eff.org/deeplinks/2017/04/states-introduce-dubious-legislation-ransom-internet Right now in 12 states all new computers sold are required to have a preinstalled always activated porn filter with a 20$ tax(thats the required amount they actually recommend 60$ per device) and it defines computers, routers, and modems separately. Anybody who wants to pay the money to get past the filter will be required to submit their request in writing, show their ID and be shown a written warning of the dangers of turning off the filter. The bill is also moving to the federal level here in the next few months! So if you don't want to get on Loverslab without paying a fee to the government after that talk to people about this, if you read a website regularly email them, if you watch a youtuber try and contact them. It's already too late for 12 states in the US, don't wait for it to be a federally recognized law.

"Considered" doesn't mean "Passed". So there are in fact ZERO filters installed on new computers. And no plans to do so at this point. Sensationalism isn't going to help anything or anyone. Getting the facts out will.
