What software to change costume mesh

Hi all, this mod, for example,

If I would like to remove the breast plate& pant of this armor and make the skirt ultra short into something similar to this:

What sort of software do I need to edit the mesh?

I wouldn't edit the mesh, simply cutting out the textures of the pieces you want removed + adding a NiAlphaproperty would do the job.
So you'll need Nifskope and either GIMP or PS with dds plugin.

Nifskope became insanely annoying to find (for "gitnoobs" like Myself  )

google will lead you to github:

 

/niftools/nifskope

 

from there it's literally IMpossible to find it - although it's just adding /releases
