Serana and others won't talk to me

I can't interact with Serana anymore. She follows me around, attacks enemies, and spouts her typical voicelines. However, when I hit E to talk to her, no sound, lip sync flapping away, no subtitles from Fuz ro Doh, no dialogue menu to interact with.

 

Googling the problem, the results I found are typically follower mod problems (I'm not using any) or stealth mods that add hoods n stuff (not using those either) This was a while ago, now today, an NPC from Devious Devices has gone non-interactive in the same way, right in the middle of a questline. As far as I can tell, I can still interact with every other NPC in the game apart from these two.

 

I've tried making .placeatme clones but they won't talk either.

For the papyrus log I just walked up to each of them in the same room, hit E on them once and exited the game. Dunno if that helps.
