NPC Breast and Belly Scaling

So im not sure what the heck happened but suddenly any kind of scaling doesnt work on npc's breasts or belly(player is completely fine) all i know is one point scaling worked but now is doesnt and im not even sure where to check what whent wrong,i also have SL Inflation Framework installed to make all my scaling mods not conflict and like i said everything works fine for my character,oh yeah here is my load order if it helps LoadOrder_Skyrim_2017-03-06T12-12-26.txt  Found out its sl inflation framework thats causing it
