Can a bug corrupt hardware?

Not long after I'd installed a few mods to skyrim, including one from here, I got a System crash while playing. Not just CTD but what looked like a core dump (I remember DOS) and system restart. Things went downhill from there. After restart it did same on starting skyrim. After that I was unable to boot Windows 7 except in safe mode, getting a generic fail message on attempting to restore to a restoration point, I backed up everything to an external drive and ran Windows 7 install from a DVD with C drive format. This fails in exactly the same way as Booting Windows did before the install, just as the fuzzy/wavy windows logo comes up it freezes. Before the reinstall it just froze and hung, now it's doing a restart as part of the Windows install and gets to the same point, hangs for a bit then restarts and loops. Screen presentation at several points is looking odd, some pixels in a pattern look like they are in the wrong color and only ultra low resolution seems to work.

My Question is, can a software bug possibly have corrupted the Video card? anyone heard of anything similar happening?

The only way it could corrupt the video card is if you had a failed video bios flash, and since you didn't have that, it looks like the crash was a symptom of a video card failure, rather than the other way around.
