Main Menu Not Working/Showing Up

So my Fallout New Vegas' Main Menu won't show up so I can play the game no matter what I do. I've tried installing MCM over Project Nevada, Launching with/without NVAC, ticking off all plugins, deleting everything and reinstalling, made sure there were no missing ESPs, made sure all my mods were up to date. The ONLY way I can actually play the game is if I just go with a clean pure vanilla game. Can anyone help?

(The game ran fine before, this all started with the W10 Anniversary Update, OS is Windows 10)

If it hasn't worked since the windows 10 Anniversary update, you might try the New Vegas Stutter Remover over at the Nexus. The mod author has re-written his anti stutter mod to also make NV work with the Anniversary update.
