Jarl Balgruff surrender bug

so I did the Battle for Whiterun got to the point where the jarl surrenders and then he gets halfway through surrendering dialogue and then the game crashes....I disabled all mods, cleared out script folders, ran vanilla game and it still persists, I for the love of me cannot figure out what the issue is.

that whole questline is buggy in general, sometimes it works perfectly sometimes its about the most painful quest to get though
