[Sims 4] Is it possible for someone to make a mod that forces every Sim to wear a skin detail?

Because default skin replacements dont work anymore (for me anyways). Would something like this be possible?

Remember to delete the simcompositor.cache also you can only have one replacement skin installed

I should've specified The Sims 4, sorry about that.

 

Just by the by, The Sims 4 doesn't have that .cache file. Is there a similar thing that I need to do for The Sims 4?

It's been a year and a half  since I last played.
