If you set it to 100% and adjust the player character's spouse's arousal to 100%, it should happen fairly quickly though not instantly as the partner will need to travel to/spawn in the house to start the act.

PervyPotter Posted October 11, 2016 Posted October 11, 2016 With this, do I need to wait a while or can I just ask them to cheat You need to wait for the relationship to progress through several conversation only stages before she eventually has sex, you also need to keep her in the same place as a potential lover to get things started. If you simply want her to have sex with other men you could try using one of the prostitution mods that allow you to pimp out your npc followers/wife, such as Radiant Prostitution or SexLab Working Girl. Alternatively just use a mod like matchmaker to start sex whenever you wish.
