Skyrim disarm bug ??

Can someone point me out how to fix this, how is it an npc can use a disarm on my high level character yet when i use the disarm shout on npc get a signal that my disarm can't be used on this npc npc level is lower then my player character so if it can disarm me then that sound like a fucking cheat..??
