Strange Shadow Glitches. Help!

So for a time now I'v been having a strange shadow glitch. The shadows in the world are non-existent, but whenever I enter into where the shadows should be I get darkened areas flashing across my screen that moves whenever my character moves. 

I've tried removing my skyirm.ini, and my skrimprefs.ini  as well as removing all mods, and installing (then eventually uninstalling) ENB.

 

I have no clue what is happening. Any ideas on how to fix it?

 

The Vanilla game still has this problem, so it has nothing to do with  SKSE or Mod Organizer, or any mods that I'm running.

I actually fixed my problem. I was running an underpowered graphics card, so it didn't know how to render the shadows. I switched to one that I had that could render them correctly. So it's all good now
