How do I make my own animations? What's the program I use?

Not to be rude, but if you can't track down what you need to animate via google.......chances are you aren't going to have the patience to learn how to animate.  It is NOT easy and it is NOT quick.  

 

It also depends on what game you are trying to animate for.  Blender for Oblivion and fallout 3 and fallout FNV.  3ds max for skyrim and fallout 4.

awww, I am learning to use Blender but it is not for Skyrim???

You "can" use it, but there are some extra workarounds you have to do.
