Newb Modding Help - Fixing broken clipping HDT outfit (Witch Elf Armor)

I'm trying to get a CBBE HDT version of the Witch Elf Armor working. All of my other outfits work, however, this one does not move enough with the player so breasts clip out from the armor.  I suspect something is wrong with the HDT conversion.

 

Could anyone let me know where to start fixing this?

Seriously where can one learn to mod?

 

Trying to add both belly scaling and fixing the clipping issue, but I don't know where to start! Google just keeps giving me 'quick easy' ways that I don't think apply.
