First Attempt to mod a player stat myself --- fail what do i miss?

After i couldnt find a mod that does this i tried myself and failed....

 

i want to force out my char out of running  or slowing downstate when dropping beneath of 50% stamina. what do i miss?

Try taking a peak at Athletics Training. It actually has an MCM option to slow you down when your stamina starts running low.
