How can you change voices? I don't like the current one (japanese) is there a way to disable it or change it?

To disable it, disable (or delete) the LoversFSE.esp.

 

To change your voice, use the "Lovers Settings" spell, click "Sex Diary" and "Change Your Voice". Voilá!

You can check the available voices in the Oblivion\Data\Sounds\FX\lovers\ns* directories.

I would like to change the voice of the npcs. I don't like the japanese moaning (all npcs have the same voice) how can I change it, without an mod?

You can change your voice and Npc/companions using Lovers spells

 

For NPC > Sense Sexual Experience and change the voice

and for Player Sexual Experience (lovers settings > sex diary )
