how to I make custom npc with custom eyebrows hairs is easy but eyebrows have even more things needed

 

If you're using the Creation Kit:

 

You need to add the eyebrow meshes and textures for the ones you want to use, at the time you create your custom npc.

 

If you're using the npc editor found on Nexus, then I'm really not sure.

 

I find using the Creation Kit to be vastly superior for creating custom npcs, because it allows you to add MUCH more detail than the npc editor, through whatever custom parts you want them to have.

 

And oddly, they ALWAYS look even better in game than in the CK
