What he meant by that was that there is an option in nioverride.ini named "iNumOverlays=6" under [Overlays/Body], you can change this into any value (i think, i changed it to 40 and it worked). Apparently you can also do the same thing with the other [Overlay/xxxx]s.

You may be getting wrong information here friend...try the DATA>SKSE>PLUGINS folder and look for skee64.ini...open in notepad and look for the below section:

[Overlays/Body] ; "Body [Ovl#]" and "Body [SOvl#]"
; Determines how many body overlays there should be
iNumOverlays=16 ; Default[6]
iSpellOverlays=1 ; Default[1]

Here I have my overlays set to 16 and it works great. There are other sections where you can similarly increase feet, hand, or face overlays (once supported by Racemenu)

Is there any way to add glow for face overlays? Also, I noticed that there is possible to apply overlays to other... somebody:

Quote

[Overlays]
; Applies to only the player, or all humanoid actors NOT RECOMMENDED changing this, you can add overlays to certain actors via script
bPlayerOnly=1 ; Default[1]

Is it talking about NPC's and if yes - how?

Exactly the same way - you are physically changing the values in the .ini instructions

See the attached screenshots for location of the file and what you are looking for to change.

In MO2 it depends how you have setup the whole thing

is in my case the file is not in  "SteamLibrary\steamapps\common\Skyrim Special Edition\Data\SKSE\plugins"

but in "Users\XXXX\AppData\Local\ModOrganizer\Skyrim Special Edition\mods\RaceMenu\SKSE\Plugins"

So if you don't finde it in the Game Data  look into the MO2 Files

I can't find the files in question because I don't have the folders
