Question about how the Framework is progressing

So, i don't remember where i was, but a few days i heard that FO4 which runs on the Havok 64 bit engine, doesn't have publicly availible tools.  And that at this point, it is impossible to edit animations.

 

I apologize if this has flooded the board, but from what i was able to find on the subject, left a very vague feeling.  And overall, i'm just curious if i should stop caring about a Sextec coming to FO4, or how things are going.

 

I'm curious if this is true...?

 

Will / can new tools be created, that allows modders to edit the animations?

 

I guess i'm just looking for the ultimate answer, regardless of the potential assumed release date is there going to be a Sextec for FO4, or no?
