How heavy is HDT High Heels' script load?

HDT HH is not "script" heavy. It adds a magic event script to each pair of shoes.

But then there is the SKSE plug in that consumes power.

NiO has a more elegant way. But I don't know the exact power used. Probably less.

HDT HH is not script heavy, as CPU wrote, but it still adds to the Papyrus load and overall overhead as the magic effects have scripts.
NiO is an SKSE plugin, not stressing Papyrus and running faster overall due to how SKSE works.

So imo NiO should be the prefered method as every saved script and magic effect/cloak is a good thing.
