But you can certainly do that with a text editor, just follow the formatting rules like normal. Of course, then you'll need the CK (or xedit if it can do that) to actually add it to a mod...

Can't do anything with cells though (at least as far as I know)... so you might be able to create a book with TES5Edit, but you wouldn't necessarily be able to place it in the world anywhere. For that you'd need the CK. Bear in mind that my knowledge about what TES5Edit can do is limited.
