You mean with TES5Edit, or do you mean, like, with a text editor?

I don't know about TES5Edit, I don't really use it much. But you can certainly do that with a text editor, just follow the formatting rules like normal.

Of course, then you'll need the CK (or xedit if it can do that) to actually add it to a mod...

Um, isn't TES5Edit a cleaning mod? I meant creating and placing a book inside Skyrim, in case I wasn't clear

TES5Edit does cleaning, yes. It's also a good general-purpose editor. Can't do anything with cells though (at least as far as I know)... so you might be able to create a book with TES5Edit, but you wouldn't necessarily be able to place it in the world anywhere.

For that you'd need the CK.
