Mods reinstalling

Everytime i load a save, all my mods reset, and reinstall.

Well for one looking at your last image in the list you have 256 active esp/esm, skrim has a hard coded lock of 255 and even that is pushing it a better number would be around 200ish, try deactivating some of the esp and see if that helps.
