Rainbow/Pixelated Textures

I recently upgraded from a laptop to a desktop, and re-installed Fallout 4.

However, I'm experiencing weird graphical glitches, like rainbow/pixelated textures on walls & floors, and black blocks on characters.

I don't get look for too long, as the game crashes about 5-10 seconds later, every time without fail.

 

I tried letting Steam verify the game files, using fresh, untouched ini files, changing graphical settings, but to no avail.

Removing the ENB I had installed did not help.

I do have mods, but none of the are texture mods, they are all weapon/armor mods.

This used to happen when I played skyrim, but only because I had barely any VRAM at the time, which isn't the case here (I think).

 

Any help would be appreciated!

It's textures composed entirely of blue/black/red/yellow? squares, correct? 

 

If so, this is usually a result of your computer not being able to handle 4k textures. Downgrading to 2k should fix it.

Though, if you're using ENBs, odds are your computer is already powerful enough and I'm completely off base.

Yea, I'm able to get 60 frames with the ENB, but it's rather pointless, since the game crashes shortly after loading.
