Civil war- old jarls remain in power

I finished the civil war quest line siding with the imperials . After a few hours of gameplay I noticed that all of the Jarls that sided with the stormcloaks  are still in power. Even though some their dialogue shows that the imperials have won, their old daily routine remains and they have not moved to the palace of kings. For example the family of the jarl of Winterhold has moved to windhelm but the jarl remains in winterhold. at the same time the people that are supposed to replace them have some of the appropiate jarl dialogue but have their old routine. Does anyone know of a way to force the old jarls in the place their should  be?

Could you share your load order? It might be something you're using that is causing the bug. I haven't found any bugs similar to what you describe through Google, so it might be a mod thing.
