Best tool for editing textures?

For Skyrim (if you are broke) either Paint.net (getpaint.net) or Gimp 2.x

As both are free, Paint.net comes with the DDS viewing and saving options already built in (for Skyrim's DDS texture format anyway).

I can't remember if Gimp comes with DDS support out of the box, but I know there is a plug-in that gives it both Skyrim and Fallout 4 DDS format support (AMD DX11 compression is used in FO4, paint.net has not been updated to support viewing or exporting to those compressions as of yet).

 

If you want a true professional paid for tool then go with Photoshop and some DDS plug-in.

 

Note: Skyrim can accept DXT1, DXT5, A8R8G8B8, and R8G8B8 DDS compression formats... and print screens are output in BMP formats.

The skyrim engine can read TGA files but you should rarely see anything use a tga format (minus some enb pre-processing stuff).

No, GIMP doesn't. You need to download the dds plugin like you do for Photoshop. I suspect somewhere down the road both GIMP and Photoshop may have it already built in in the future.

 

Oh yeah, you'll also need to download the normal map plugin for GIMP as well if you use that. I think the same applies for Photoshop.
