Skyrim missing parts

So I started a new run (uninstalled + reinstalled all my mods) and upon reaching Solitude there was just this massive part missing, and you could clip through the land and shit. Parts of dungeons have that nice purple texture that means you're missing a texture and whatnot.

I've tried the following things:

-Verifying integrity of game cache

-Google

-Cleaning all my mods and master files as needed

-Google a second time

-Updating my unofficial patches (replaced with legendary now)

-Re-sorting my load order a thousand times (with LOOT)

I realize there's a large probability that one of my mods is doing these things, but, I've looked at all of them and fucked around with the ones that might edit terrain and whatnot.

Well first off update.esm should be just below skyrim.esm, not down around spot 20+, loot should really have put it there.

 

While you are sorting out the missing texture and ground it might well be worth disabling the armour/weapon/follower mods, just to make it a bit easier to see what is what.
