Fallout 4: Water Glitch and Lookup Failed

When I select the new settlement items in the new update it says "lookup failed". Also there is this weird purple splash bug happening.

As for lookup errors, check this post.

 

And your water problems seems to be an error in combinations with effects like smoke or so. No clue what could cause it, but i would start with disabling ENB (if installed) and any sort of AntiAlias & texture filtering as well as mods that affect those effects.
