Large amount of strange and frustrating nexus and loot errors, nexus now virtually useless.

I'm having a huge amount of errors. One of which is

 

Error code: 1; libloadorder failed to set the load order. Details: "RaceMenuPluginXPMSE.esp" cannot be found. 

 

I keep getting this error when I try to run LOOT. I've reinstalled literally everything I can think of but nothing has worked.

 

I also cannot download or activate racemenu through nexus.

 

various mods cause nexus to become permanently unresponsive when I try to reinstall or delete them. Because of this nexus is nearly completely useless. I'm going to have to reinstall all of my mods by hand. 

 

Any ideas on what's wrong with my game?

If you are using NMM, got to the top left and open the 'plugins' tab, check for every plugin that the dependencies are loaded before it.

If you are using MO1, you should see a warning triangle in the top right, clicking that will tell you what is wrong.

 

Besides this... You have provided too little information to ascertain the source of the single error you did provide. LOOT and MO will provide you with a good reference to check what you are missing.

I gave you all that nexus and loot gave me- only that error message and a few crashes to desktop. sometimes it will tell me something along the lines of 

 

"Full Trace: 

System.IO.IOException: The process cannot access the file 'D:\SteamLibrary\steamapps\common\Skyrim\Data\RaceMenu.bsa' because it is being used by another process.

   at System.IO.__Error.WinIOError(Int32 errorCode, String maybeFullPath)"

 

but try as I might to ensure that race menu (or whatever addon of the minute is malfunctioning) is not infact being used by something else, none of my attempts work, no matter what I modify, close or open. 

 

And of course the error changes regularly no matter what happens, whether it's modified or kept constant. If you've got any ideas please tell me, I'm being fed no information.
