Bethesda has given an ETA for mods on PC and Consoles

"Our goal is between the first two DLCs. It’ll go up at that time on PC. In April. All of that stuff will go up on PC. People are beta testing it. There’ll be a lag on consoles. We want to get it up on PC and have it work. It’ll probably be a good month before it hits Xbox One, and another month for PlayStation 4.

So analyzing the article, PC modding will go up on April. Xbox One modding on May/June, and PS4 modding on June/July! It's not that exact, thus being an ETA. Still better than nothing. "

Well, atleast we have an OFFICIAL ETA.

bcs mods will outshine and make dlc useless to sell. That's why delay and in middle of selling dlc.

If they had managed to keep the paid mods(which is still utterly incompatible with Bethesda games and the modding communities they generate, I guarantee we would have had the full mod tools on launch.
