As soon as I get close enough to the catapults shooting at Whiterun fps will tell me "looks like its time for me to kill myself" and falls to about 5.

From googling this issue I've found that others have also experienced this problem. However most of the solutions are years old and are "remove everything and set graphics to minimum."

Though judging by your script-heavy mod list, you seem to be running short on memory.  I would start getting rid of mods that are not essential for your current play-through.

 

However, be careful when removing mods which contain scripts.  You can break your game that way if done improperly.
