Try this. Change 'Thalmorbootsf_01.nif' to 'Thalmorbootsf.nif'. Doing this would mean that all the boots would be 100 weight, even if the person is 0 weight. Might look bad. Try it out. Could look ok. Better than clipping maybe. EDIT: The only way to really fix it is to edit the 'Skyrim.esm' and change the Thalmor boots to use the '*_0.nif' and '*_1.nif' weighted files.

I guess it's good to know that it wasn't something I was doing wrong. Thanks for all the help man. now I can continue to fix all the clipping issues with all the rest of the clothes lol.
