Skyrim Mesh Issue?

I am having problems with vertical and horizontal lines coming from people places and things. Then eventually CTD. I cannot find a post with this issue and don't know how to solve it. I am working from a clean install. All mods have been through TESV and Loot. Please help! I have a screen shot but can't attach file. Attached is my load order.

I think I know what you are experiencing.  The only thing that stood out from your load order is Climates of Tamriel.  Everytime I used CoT I would get odd sky rendering (psychedelic, bright colors like my game was on drugs) and parts of people and objects stretching to infinity.  I didn't find a way to fix it because it seemed like I was the only one experiencing these problems so I had to uninstall CoT and start a new game (it was that bad).
